Risk Prioritisation Methodologies


    The traditional prescriptive approach to supervision, based mainly on compliance and field inspection and auditing, is complemented by a preventive approach based on performance, security risk management and security assurance.

    This mixed system is structured around the State Operational Safety Programme (PESO) and includes different tools. These tools include risk prioritisation methodologies in different areas where the Agency has supervisory responsibility.

    Its objectives are as follows:

    • Establish numerical indicators that enable the determination and measurement of safety-related parameters, values and attitudes, based on available sources.
    • Obtain a periodic picture of the degree of security in the activity of each service provider.
    • Monitor the evolution of indicators.
    • Determine the trend in operational safety in the sector.
    • Identify areas and suppliers, where an appropriate approach to oversight activity could promote improved operational safety.
    • Align the EASA Annual Inspection Plan with the results of this analysis.
    • Present the results of the analysis in a graphical, simple and intuitive way.

    In short, the aim is to establish the prioritisation of the actions, indicating possible additional actions to those originally planned, as well as the reallocation of necessary resources. On the other hand, they facilitate the identification of areas subject to supervision, providing useful information to the inspection units for the performance of their inspection tasks.

    The following are the methodologies for the different areas in which EASA’s action has been organised:

Aviation Safety Indicators Program


    The Aviation Safety Indicators Programme responds to the need for the collection and analysis of safety data within the PESO.

    Safety indicators are parameters whose measurement shows the operating status of the air transport system, thus allowing for anticipation of any degradation of the system. These indicators are part of EASA’s systems of collection, collection, processing, exchange and analysis of safety and safety data, and are therefore tools to identify operational safety deficiencies and hazards, in order to analyse and assess the safety risks of the consequences associated with them.

    The indicators provide EASA with information on certain aspects of the operation that have been considered to be of particular interest due to its operational safety condition.

    Multiple information is collected within the different portals: indicators of level of activity, maintenance, operations, training, environment, control units or airports.

Strategic Aviation Safety Observatory


    The Strategic Aviation Safety Observatory is a tool for monitoring and monitoring operational safety in civil aviation. It provides a strategic and integrated vision of all factors influencing risk management and allows an analysis of the overall evolution of these factors.

    The establishment of this Observatory therefore responds to the need for EASA to have accurate, up-to-date and comparable information on the different magnitudes and trends that characterise operational safety in civil aviation, with the ultimate objective of supporting the decision-making process in the strategic area.

    The tool not only supports EASA staff, but also consists of a public part located in the web site, which can be accessed, as is currently the case with indicator portals, by the various providers in the air sector that have the corresponding access credentials.

    The Observatory has three modules, air navigation, airlines and airports, covering all areas of the aviation sector

     

RHYMES


    The methodology (RIMAS) is a data analysis methodology developed by AESA and the Royal Academy of Exact, Physical and Natural Sciences for the identification of priority areas of operational safety at the national level. This methodology mainly exploits event data from the Event Reporting System, the number of flights annually registered and the assessment of the results provided by this methodology both by EASA’s Internal Security Committees and by the PESO Coordination Committee.

    The RIMAS methodology has been internationally recognised as a finalist of the Franz Edelman Award 2019. The following video can better illustrate the purpose of this methodology and of AESA when developing it.
