Order TMA/692/2020 with entry into force on 2 January 2021, establishes in its Article 41.4, that anyone requiring fuel by means of containers shall submit a responsible declaration to the State Aviation Safety Agency on compliance with the requirements set out in the same Order.

Regulation (EU) 2018/1139 establishes that organisations shall declare their capability and availability of means to fulfil the obligations associated with the services provided in accordance with the essential requirements provided for in Article 33, however, until a regulation is developed in this regard, this requirement will not apply.

From 2 January 2021, anyone requiring civil aviation aircraft fuel by means of containers will be required to submit a responsible declaration to the Aviation Safety State Agency on compliance with the requirements set out in Order TMA/692/2020.

In the future there will be a third case, when regulations will be published requiring the submission of a responsible declaration for groundhandling organisations implementing the provisions of Regulation (EU) 2018/1139.

With regard to the new ministerial order approving technical standards applicable to the supply of fuel to civil aviation aircraft, it comes into force on 2 January 2021, at which time it will be compulsory to have this declaration in order to be authorised to put fuel on board by means of containers.

Concerning the publication of a new Regulation affecting groundhandling services, there is no foreseen date as the work is under development and can be consulted here.

It is not necessary to amend the approved instruction manual in its conditions of approval.

In accordance with the requirements guide, there is no deadline for completing the course.
The only established deadline is the need, after having taken the first sitting of the exam, not to exceed six months in order to take the second sitting.
