What’s an event?

    According to Regulation (EU) 376/2014, an event is defined as any safety-related event that endangers or, if not corrected or addressed, is likely to endanger an aircraft, its occupants or any other person, including, in particular, serious accidents and incidents.

    Commission Implementing Regulation 2015/1018 of 29 June 2015 establishes a list of occurrences in civil aviation that is mandatory in accordance with Regulation (EU) 376/2015, the consultation of which is necessary in order to ascertain the mandatory reporting occurrences by field of activity.

    In the event of doubt, EASA recommends notification in any case where it is considered that there may be actual or potential danger to aviation safety.

    In particular, the Event Reporting System is geared towards the prevention of future accidents and incidents, without at any time seeking faults or responsibilities in reported occurrences. Therefore, if the intention is to report a fact to EASA, the Event Reporting System is not the appropriate channel. If you want to file a complaint with AESA for non-compliance, irregular use, aviation safety risk, etc., you must do so, in writing, through one of the following ways:

    • EASA General Register, located on Paseo de la Castellana 112 in Madrid,
    • In one of the places provided for in Article 16(4) of Law 39/2015 of 1 October 2015.
    • Telematically via the AESA electronic office

What is the Fault Reporting System for?


    Experience shows that, before an accident occurs, incidents or other deficiencies often occur that are not always detected, and which reveal the existence of safety risks.

    Improving civil aviation safety inevitably requires a better understanding of these facts and situations. Identifying and analysing potentially dangerous trends will facilitate the identification, proposal and implementation of effective preventive actions aimed at increasing safety standards in all areas of air transport.

    For this reason, the European Union makes it mandatory for its Member States to establish a civil aviation occurrence reporting system.

    Against this background, Regulation (EU) 376/2014 of the European Parliament and of the Council entered into force on 15 November 2015, the aim of which is to improve aviation security by ensuring the reporting, collection, storage, security, exchange, dissemination and analysis of relevant civil aviation security information. The Regulation ensures:

    • timely security measures based on the analysis of the information collected
    • the permanent availability of security information through rules relating to confidentiality and the appropriate use of such information
    • the protection of the notifier and the persons mentioned in the occurrence reports
    • aviation safety risks are examined and addressed at both Union and national level.

    The main functions of EASA in relation to the Event Reporting System are:

    • receipt, processing and analysis of reported occurrences
    • the integration of information into the European Central Repository
    • dissemination of this anonymised information to stakeholders, with the aim of providing them with the information they need to improve aviation safety

    The reporting of occurrences is an obligation of the actors involved (individuals and organisations) in the Air Transport with guarantees of confidentiality and protection towards the notifier as set out in Articles 15 and 16 of Regulation (EU) 376/2014. In addition, any person who is not required to report may make his or her voluntary report when he/she perceives that the facts may constitute a real or potential danger to aviation safety.
