Certification procedure

    Aerodrome and operator certificates are issued in accordance with Commission Regulation (EU) No 139/2014.

    In preparing the documentation required in the process, the aerodrome operator shall take into account the technical instructions and tools that AESA has prepared for this purpose and which are made available to it through the following links:

    INITIAL TECHNICAL DOCUMENTATION

    The “Aerodrome Certification Procedure”details all administrative documentation and technical documentation to be submitted by the aerodrome operator with the certificate application.

    To assist the aerodrome operator during the certification process in accordance with this European Regulation, AESA has developed a “Aerodrome Certification Procedure” to guide aerodrome operators during the certification process. This procedure describes the actions to be taken by the operator in order to obtain the aerodrome certificate, from the stages prior to the delivery of the application for the certificate to the granting of the certificate, in accordance with Regulation (EU) No 139/2014.     As detailed in the “Aerodrome Certification Procedure”, the aerodrome operator wishing to be certified shall, prior to the submission of the certificate application, request a coordination meeting to initiate the certification process from AESA.

    During this previous meeting, EASA shall make available to the applicant general information on the requirements applicable to the aerodrome and the operator, the formats to use and any other documentation relevant to the aerodrome, and shall describe the steps to be followed during the process.

    IMPLEMENTING PROVISIONS

    For the compliance of airports with basic regulations and implementing provisions (IRs), the regulation itself offers what is known as acceptable means of compliance (AMC). These are non-binding standard solutions that allow the data subject to comply with the requirements. However, since they are non-binding solutions, the data subject may choose to resolve compliance through an alternative means of compliance (AltMOC) which must be forwarded to AESA in order for it to be able to approve such a solution applied by the airport.
