Before the end of the four-month period referred to in the relevant sections of the EASA Resolution of 18.3.2020 as in the EASA Resolution of 5.5.2020, if EASA considers that the reasons for issuing this exemption remain applicable, it may consider extending the validity period of the authorisation or certificate for another 4 months or until the end of the validity period of this decision, whichever occurs earlier.

For the purpose of exercising attributions as a TRI instructor (MPA) you may continue to exercise powers provided that the room of type is valid. For the certificates referred to in the EASA Resolution dated 05.05.2020, the validity of the instructor and examiner certificates valid on 14 March 2020, and whose ordinary period of validity expired before 31 July 2020, is extended until the date of validity of this Resolution, 14 November 2020.

No, the EASA Resolution of 5.5.2020 is referred to incorporate those paragraphs and points explicit in it of Regulation 1178/2011 and that in the previous EASA Resolution of date were not incorporated, from which it follows and according to the paragraph: “This EASA Resolution of date complements that of 18 March, including the other professionals covered by Regulation (EU) 1178/2011.”

According to section (f) of the EASA Resolution of 5.5.2020, the validity of the instructor and examiner certificates valid on 14 March 2020 and whose ordinary period of validity expired before 31 July 2020, during the period of application of this decision, is extended. 
 
In the case of SFI certificates issued by EASA, when issuing an independent certificate the licence holder shall submit an application to the authority for the issuance of a new certificate with the extended validity period.

According to the EASA Resolution of 5.5.2020, if the extension of the validity period can be noted in the license, then it will be extended by an examiner acting in accordance with the provisions of FCL.1030. 
 
In the event that the instructor’s certificate is not entered into a licence, a request for that purpose shall be submitted to the authority, which shall proceed to assess the file and issue a new certificate with the extended period of validity.

According to section (d) of the EASA Resolution dated 18.3.2020, those instructors and examiners, who are eligible for the exemption, and whose certificate was in force on March 14 and have a date of validity until 31/07/2020, including, will be extended their period until November 14, 2020, once they have completed the procedures described above.

In addition to documents indicated in FCL.045 of Regulation (EU) 1178/2011, pilots eligible for the exemption of 18 March, published on the EASA website, must carry, provided that they exercise the privileges of their licence, accompanied by their licence and medical certificate, a copy of the exemption together with all the documentation issued and determined by their operator attesting compliance with the requirements laid down therein.

  • For the scenarios referred to in the EASA Resolution of 18.3.2020, in the case of SFE and TRE, since they are certificates that are not licensed, it will be necessary to make a telematic request to EASA by attaching a letter from the Operator stating that the examiner participates in activities for the staff referred to point (e) of the EASA Resolution dated 18 March 2020. 

    Therefore, examiners of the TRE/SFE/ECR type (non-generic) who act “under the protection of an operator” and request it through it must comply with the provisions of the EASA Resolution of 18.3.2020

 

  • For the examiner’s certificates to which the EASA Resolution of 5.5.2020 applies, in cases where the examiner’s certificate is issued in an independent certificate such as the TRE/SFE/FE/FE/FIE/IRE certificate, the holder must submit an application to EASA for the extension of the validity period. 

    Therefore, anyone who, without operating under the protection of an operator, may request it individually in accordance with the EASA Resolution dated 5.5.2020. In any case, it will be AESA that determines its specific designation during the state of alarm.
