The State Aviation Safety Agency (AESA) has approved the fourth edition of the Operational Safety Action Plan (PASO) 2021-2025, which aims to achieve the maximum development of the State Operational Safety Program (PESO) for Civil Aviation, to strengthen aviation safety through the adoption of a new preventive approach in this matter.

The STEP, which has been approved by Resolution of the Director of AESA, Montserrat Mestres, has been prepared by the Agency in collaboration with the suppliers and the rest of the public bodies involved, in order to achieve the safety objectives established in the PESO.

The Plan describes the activities aimed at improving safety in those areas that are identified as priorities, both of the public bodies competent in the supervision and control of safety and of the providers of aeronautical services and products, as well as of the other public bodies that are integrated into the PESO.

The Operational Safety Program offers an integrated view of the entire Spanish civil aviation sector, allows the identification and evaluation of safety-related risks, as well as taking decisions to keep risks under control. It also networked all actors in the civil aviation system, taking advantage of synergies between them. The Action Plan (PASO) includes the specific tasks to be developed, their goals and indicators.

The STEP is consistent with the European Aviation Safety Plan (EPAS) 2023-2025, as required by Regulation (EU) 2018/1139 of 4 July 2018 on common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency. Likewise, both the Plan and the Program are in accordance with the provisions of Annex 19 to the Convention on International Civil Aviation.
