Dangerous Goods Instruction Programs

Scope and powers


Approval and continuous monitoring of dangerous goods safe transport instruction programmes provided by the different employers involved in air transport, with the exception of air operators (link to Transport of dangerous goods | AESA)

Employers for the purpose of applying for approval through this Service are:

  • Consignors of dangerous goods, including packers and persons or organisations who assume the responsibilities of consignors.
  • Freight forwarders
  • Scale and groundhandling agents
  • Security personnel
  • Designated postal operators
  • Or any employer of personnel performing functions designed to ensure that dangerous goods are transported in accordance with the Technical Instructions.

Procedure for Approval of Dangerous Goods Instruction Programs by Airway


Instruction based on competence shall be compulsory from 1 January 2023. Until this date, the instruction may continue to be based on categories, without prejudice to requests for approval of competence-based instruction programmes, which may already be processed, in accordance with the guide, the resolution and published procedures.

The application will be made through the format “Approval Application Programs MMPP Training” through the Electronic Headquarters of AESA General application | AESA Headquarters

The application and other documentation must be submitted through AESA’s electronic headquarters, as a General Request (General Request | AESA Headquarters)

It is necessary to complete and contribute, together with this request for approval, the Checklist for Approval Instruction Programs
