Carlos García, new director of Airports and Civil Aviation Security at AESA

Madrid, 30 April 2025 (AESA)

The Governing Council of the State Aviation Safety Agency (AESA), at its last meeting on April 24, resolved the call for free designation with the appointment of Carlos García Gutiérrez-Marcet as new director of Airports and Civil Aviation Safety (DASAC) of the Agency.

The appointment of the new director has been published today in the Official State Gazette (BOE).

Carlos García has a long career and professional experience in the aeronautical sector. He is an aeronautical engineer from the Polytechnic University of Madrid (ETSIA) and has a master's degree in Leadership and Public Management from the Menéndez Pelayo International University (National Institute of Public Administration). Since 2008 he is part of the Corps of Aeronautical Engineers of the State, with a journey of more than 22 years working in the sector, 16 of them in AESA.

Within his career at the Agency, he has been responsible for the Spanish Airport Certification Program in accordance with European airport certification regulations. He is also currently the Spanish representative in the Aerodrome Technical Group of the European Union Aviation Safety Agency (EASA) and the representative of the Aerodrome Panel of the International Civil Aviation Organization (ICAO). In addition, he has participated in international technical cooperation projects with Civil Aviation Authorities from various countries around the world.

Before joining AESA, he began his professional career at INECO, coordinating and participating in the drafting of airport projects. In 2008 he joined the then General Directorate of Civil Aviation in the field of authorization and control of obstacles in airport environments.

Carlos García has participated in the promotion of the functions of the Directorate of Airports and Civil Aviation Security of AESA, since 2018 he has held the position of Coordinator of Airport Security and Civil Aviation Security.

This Directorate is the operational body of EASA in charge of the field of airports and against acts of unlawful interference in civil aviation, as well as performing facilitation functions in air transport and those corresponding to the substantive body in the environmental assessment.

"My main purpose is to improve the public service that AESA gives to the entire aviation sector, in particular, to organizations and citizens of the airport field, in addition to contributing to make air transport safer, more efficient and sustainable" says Carlos García after accepting his new position.

The Agency has the missions of Supervision, Inspection and Management of Air Transport, Air Navigation and Airport Security. It assesses risks to transport safety and has the power to impose penalties for infringements of civil aviation rules.
