5th edition of the Operational Safety Action Plan STEP 2021-2025 approved

The State Aviation Safety Agency (AESA) has approved the fifth edition of the Operational Safety Action Plan (PASO) 2021-2025, in accordance with the State Operational Safety Programme (PESO) for Civil Aviation, with the aim of strengthening aviation safety by adopting a preventive approach to safety.

The STEP, which has been approved by Resolution of the Director of AESA, Montserrat Mestres, has been prepared by the Agency in collaboration with suppliers and the rest of the related public bodies, in order to achieve the safety objectives established in the PESO.

The plan describes the activities aimed at improving safety in those areas that are identified as priorities, both of the public bodies competent in the supervision and control of safety, as well as of the providers of aeronautical products and services, and of the other public bodies that are integrated into the PESO.

The Operational Safety Program offers an integrated view of the entire Spanish civil aviation sector, allows the identification and evaluation of safety-related risks, and facilitates decision-making to keep risks under control. In addition, it connects all actors of the civil aviation system. The Action Plan includes the specific tasks to be developed, their targets and indicators.

The STEP is consistent with the European Aviation Safety Plan (EPAS) 2023-2025, as required by Regulation (EU) 2018/1139 of 4 July 2018 on common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency. Likewise, both the Plan and the Program are in accordance with the provisions of Annex 19 to the Convention on International Civil Aviation.
