Approved the 1st edition of the Operational Safety Action Plan (OSAP) 2026‑2030

The State Aviation Safety Agency (AESA) has approved the first edition of the Operational Safety Action Plan (PASO) 2026‑2030, which aims at maximising the development of the State Operational Safety Programme (PESO) for Civil Aviation, strengthening aviation safety by applying a preventive approach to operational safety.

STEP 2026‑2030 replaces the previous Action Plan 2021‑2025, following the approval, by agreement of the Council of Ministers, of the second revision of the State Operational Safety Programme.

The Plan, approved by Resolution of the Director of AESA, Montserrat Mestres, has been prepared by the Agency in collaboration with the rest of the public bodies linked to the Programme and the providers of aeronautical services and products, with the aim of achieving the safety objectives established in the PESO.

The STEP includes activities aimed at improving operational safety at the state level, with special attention to those areas identified as priorities. These actions are the responsibility of both the public bodies responsible for the supervision and control of safety, as well as suppliers in the aeronautical sector and the other public bodies integrated into the PESO.

The State Operational Safety Programme provides an integrated view of the whole civil aviation sector in Spain, allows the identification and assessment of safety risks and facilitates the adoption of decisions aimed at keeping those risks under control. It also networked all actors in the civil aviation system. The Action Plan specifies the tasks to be carried out, as well as targets and monitoring indicators.

The STEP is consistent with the European Aviation Safety Plan (EPAS) as set out in Regulation (EU) 2018/1139 of 4 July 2018 on common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency. Both the Plan and the Programme also comply with Annex 19 to the Convention on International Civil Aviation.
