Madrid, 14 October 2026 (AESA)

The State Aviation Safety Agency (AESA) has published a new resolution establishing the bases for the development of electronic theoretical knowledge exams for obtaining aircraft maintenance licenses (LMA), updating the organizational and procedural framework applicable to these tests.

The resolution, published in the Official State Gazette (BOE) on 12 October 2026, nullifies the resolutions of 31 January and 14 June 2017 regulating these examinations and incorporates a new framework adapted to current European regulations.

Electronic examinations make it possible to assess the theoretical knowledge required to obtain aircraft maintenance technician licences, verify compliance with the requirements established in European regulations and contribute to the maintenance of the highest operational safety standards.

The decision applies to the different categories of licences referred to in Part-66 of Regulation (EU) No 1321/2014, including categories A, B1, B2, B2L, B3 and L, as well as to certain examinations aimed at lifting limitations and differences. It also establishes the organisational and procedural conditions for carrying out these tests and the measures necessary for their execution.

Among the new features incorporated, AESA will develop a public guide for the conduct of aircraft maintenance license exams, which will be available on its web portal and will collect the necessary information for applicants on the processes of registration, access and completion of the exams.

The decision also specifies the requirements for access to evidence. In the ordinary examinations for obtaining an aircraft maintenance licence, persons who are over 18 years of age at the date of the examination may register. Likewise, valid documents for the identification of national and foreign applicants are established.

With this regulatory update, AESA strengthens the regulatory framework for theoretical knowledge examinations for aircraft maintenance licences, ensuring their alignment with European regulations and providing greater clarity and legal certainty to applicants and organizations in the sector.

The resolution entered into force on 13 October 2026, the day after its publication in the Official State Gazette (BOE).
