The Event Notification System (SNS) of the State Aviation Safety Agency (AESA) reaches 400,000 events registered in its database and the 500,000 notifications associated with them, which marks a new milestone in the aviation safety culture in Spain.

This achievement underlines the commitment of the Spanish aviation sector to operational safety, fair culture and constant improvement, as well as the strengthening of a culture of notification, essential to prevent risks.

Aviation safety management is based, among other factors, on reported information on safety-related events and incidents. These figures reflect the confidence of individuals, professionals and organizations in the SNS as a non-punitive prevention tool.

The SNS seeks not only to capture mandatory facts (MOR), but also any situation that may pose a safety risk. Reporting these situations is key, because even minor incidents can be early signs of increased risk, becoming a useful precursor to security analysis.

Given the increase in notifications received, this year AESA has updated its internal procedures and processes with the aim of continuing to manage all information effectively. Thanks to this work, the quality of the data provided to support risk management has been improved, both within the competences of the Agency and, at national level, through the State Operational Safety Programme (PESO).

Reporting events, key in prevention

One of the objectives to be pursued by a Security Management System (SMS) at the organization level, and a State Operational Safety Program (SSP) at the state level, is to prevent errors from having consequences for security. To do this, it must anticipate identifying possible errors and designing preventive and mitigating barriers against them.

In this sense, each report of an event provides valuable data to identify precursors, trends, emerging risks and areas for improvement. EASA processes, encodes and analyses each of the notifications received in such a way as to facilitate subsequent hazard identification and risk mitigation processes under the PESO. Additionally, for relevant events, it applies follow-upmechanisms and evaluates the implementation of preventive measures when appropriate.

These notifications are reported in a Fair Culture environment, where the information is protected and used solely for the improvement of security, except for exceptional cases of gross negligence or conduct with intent to cause harm. To ensure this protection of notifiers, EASA treats occurrence information confidentially and anonymously.
