  • Montserrat Mestres, Director of AESA, and Juan Carlos Salazar, Secretary General of ICAO, have signed a joint declaration in order to support AESA projects through the provisional secondment of qualified staff.
  • This declaration, in line with the Memorandum of Understanding signed between Spain and ICAO in 2024, reaffirms our country's strategic commitment to cooperation in the field of international civil aviation.

Madrid, 25 September 2025 (EASA)

The State Aviation Safety Agency (AESA) has signed a joint declaration with the International Civil Aviation Organisation (ICAO) to advance the provision of specialised staff through secondment arrangements, i.e. on temporary secondment to ICAO.

Through this joint statement, AESA reaffirms its collaboration with ICAO through its qualified staff who, for a certain period, will participate in the development of the projects and programs promoted by that organization.

Montserrat Mestres, Director of AESA, and Juan Carlos Salazar, Secretary General of ICAO, have signed this agreement in the context of the 42nd ICAO Assembly, which brought together the 193 Member States and international organisations in the aviation sector in Montreal to establish the joint work programme in technical, economic, legal and cooperation fields.

The signing event was attended by the Spanish delegation in Montreal, headed by the Minister of Transport and Mobility and Sustainable, Óscar Puente; the Secretary-General for Air and Maritime Transport, Benito Núñez; Director-General for Civil Aviation (DGAC), David Benito and representatives of AESA, ENAIRE and SENASA; in addition to the representative of Spain on the ICAO Council, Ángel Luis Arias.

This initiative is part of the continuation of the Memorandum of Understanding signed in August 2024 between ICAO and the Government of Spain, through the Ministry of Transport and Sustainable Mobility, which established a framework for cooperation in the field of international civil aviation.

With this signature, Spain ratifies its commitment to continue consolidating itself as an international reference in the field of civil aviation, in addition to contributing to strengthen global air safety with the promotion of safer, more efficient and sustainable air transport.
