In accordance with Article 23(4) of Commission Implementing Regulation (EU) 2019/947, Spain published two national standard scenarios (STS-ES-01 and STS-ES-02) similar to European ones (STS-01 and STS-02), by publishing the EASA Management Resolution approving national standard scenarios (STS-ES) for UAS operations in the ‘specific’ category under an operational declaration in accordance with Implementing Regulation (EU) 2019/947.

As indicated in point UAS.STS-ES.040 of the aforementioned Resolution, it will be the entities recognised to AESA and the declared UAS operators, the ones responsible for providing practical training and carrying out the continuous assessment of practical skills of national standard scenarios for remote pilots, and therefore, to issue the corresponding accreditations of practical skills for each STS-ES.

To facilitate understanding of the requirements to be met by these figures, a Guide to providing practical training in national standard scenarioshas been published.

This guide details aspects of interest, such as:

• The process of submitting declarations to provide such training, in each case, for recognised entities and for declared UAS operators;
• The general requirements for the provision of practical training for remote pilots in STS-ES, regarding the organisation, the competences of those responsible, the clear separation of any other activity, the places of operation, the conditions of continuous evaluation and the issuance of accreditation.
• Documentary requirements, including the development of instruction/operation manual, student progress book, student assessment reports, and minimum registration periods;
• The characterisation requirements of the UAS used in the training for each of the national standard scenarios;
• The practical skills training programme for remote pilots in national standard scenarios (STS-ES), including pre-flight planning, normal, contingency and emergency manoeuvres to be performed during flight and post-flight checks;
• The requirements of the representative flight area of the STS-ES, subject to coordination and permits according to the restrictions or limitations;
• The formats of the accreditation to be issued after the completion of the training and continuous evaluation, and the model of the progress book.

It is recalled the importance of compliance with each of the requirements established in the Resolution and the obligation of compliance by these recognised entities and declared operators of UAS, whose compliance will be verified by inspections carried out by EASA.
