In accordance with Article 66(6) of Law 39/2015 of 1 October 2015 on the Common Administrative Procedure for Public Administrations: 

When the Administration in a specific procedure expressly establishes specific models for the submission of applications, these will be mandatory for the interested parties. 

In this regard, we remind you that from June 15, 2026, the specific model of telematic application related to the Aircraft Pilot License must be carried out through the procedure "Management of aircraft pilot license | Sede AESA"that can be found in the AESA website (accessing from the area "Licences and aeronautical medicine") not being processed those that are received through GENERAL APPLICATION

To access the application of procedures it will be necessary to identify yourself through access:

• to the Cl@ve system, through Digital Certificate or electronic DNI, Permanent Key and EU Citizens.

And through the e4F system for foreigners for foreign EU and non-EU citizens who do not have access to identification, authentication and signature in the Cl@ve system. To request the concerted key e4F consult the web section of AESA Concerted Keys e4F (eSignature for Foreigners) | Sede AESA.

In this regard, we remind you that since 3 October 2025, the specific model of telematic application relating to the Aircraft Pilot License must be carried out through the procedure “Management of helicopter pilot license | Sede AESA” that can be found on the AESA website (accessing from the area “Licences and aeronautical medicine”) not being processed those that are received through GENERAL APPLICATION

To access the application of procedures it will be necessary to identify yourself through access:

• to the Cl@ve system, through Digital Certificate or electronic DNI, Permanent Key and EU Citizens.
• And through the e4F system for foreigners for foreign EU and non-EU citizens who do not have access to identification, authentication and signature in the Cl@ve system. To request the concerted key e4F consult the web section of AESA Concerted Keys e4F (eSignature for Foreigners) | Sede AESA.

The documentation required for each procedure is available in the information and guides associated with the corresponding procedure at the AESA Electronic Headquarters.

Before submitting an application, it is recommended to consult the instructions applicable to your type of licence, detailing the requirements, the supporting documentation to be provided and the submission procedure:

It is recommended to verify that all the documentation required for the requested procedure is provided, since the lack of documentation may lead to requests for correction and delays in the processing of the file.

In order to speed up the processing of the application, it is possible to submit a telematic application through the catalogue of procedures and services of the AESA Electronic Headquarters under the name ‘Aircraft pilot licence management’, under the heading ‘Licences and aeronautical medicine’:

If submitted on paper, applications may be submitted in any official register of the State administration (Article 16 of Law 39/2015). And it must be directed to the Professional Flight Licensing Service, if it is a process of obtaining or updating a CPL/MPL/ATPL license or to the General Aviation Licensing Service and Passenger Cabin Crew, if it is a process of obtaining or updating a PPL license:

It is not possible to provide documentation by email, as it is not a valid official record. If an application is sent by this means it will not be evaluated.

They can present a digitized copy of any valid document in law (notary writings for example).

We recommend the use of the tool Apodera, since it allows to carry out seizures in a very simple way, you must take special care to correctly indicate the principal (interested party, company that will obtain the authorization) and the agent, as well as grant power of attorney in the appropriate procedures.

Remember that the duration of the power of attorney does not in any way condition the duration of the authorization.

To change the identifier associated with your license number in EASA you must make a telematic request following the instructions associated with the procedures of Aircraft Pilot License Management (click here) or Helicopter Pilot License Management (click here) as applicable, taking into account the following particularities in relation to the 3 STEPS that must be followed to complete an application (see section 3.3 of the aforementioned instructions).

STEP 1: Data concerned:

In this step the data of the applicant will be provided so if you want to change the identifier you will have to use the electronic certificate / e4F associated with the new identifier and fill in the information required in this step.

STEP 2: Request data

This step is where you will indicate what you want to request, the personal data associated with your license and you can attach the necessary documentation for the processing of the file.

As the data of the licensee is completed from the information obtained from the electronic certificate with which the person has been identified in the electronic headquarters, in this step if the identifier has been changed you will be able to verify that the system will not detect the existence of a license so you will have to put it manually.

The documentation to be attached for this application will be the one associated with your new identifier number (copy DNI, NIE, Passport ...) and the reason for the request (change identifier) will be completed in the Observations section of Form 2.

STEP 3: Signature

The last step will generate the application document, which you must review before signing it. Once signed, an EASA application entry registration number will be created and you will be able to download the proof of submission.
