Frequently asked questions

Where can I apply for an AML Part 66?

Applications may be submitted in any official register of the State administration (Article 16 of Law 39/2015).

And it must be directed to the Service of Licensing and Training of Maintenance Technicians of the Directorate of Safety of Aircraft of AESA:

Licensing and Training Service of Maintenance Technicians
    Aircraft Safety Directorate
    STATE AVIATION SAFETY AGENCY
    Paseo de la Castellana, 112
    28046 Madrid

In addition to the application, in the register you must also provide all the necessary documentation for the procedure you request. When your application requires that your License be attached for processing, the original of the same must be sent, even when using the Electronic Registry.

It is not possible to provide documentation by email, as it is not a valid official record. If any request is sent by this means it will not be evaluated.

There is the possibility to be made through the General Request of the ELECTRONIC SEDE of AESA (Art. 14 Law 39/2015)

Requests made through the Electronic Headquarters must indicate that they will be addressed to Central Services.

If a student undertakes basic training in an organisation Part 147 and is then examined freely in another organisation Part 147, can this combination be considered as relevant training, and therefore the basic experience requirement is greater than that of a complete basic training course in a single organisation Part 147?

Applicants who complete basic training at an approved Part 147 organisation and then pass the examinations in another approved Party 147 organisation, will be granted full basic course consideration and, therefore, the reduction of the basic experience requirement will be maximum, eventually remaining within 1 or 2 years.

The combination of Certificates of Recognition (only complete basic training + examination of modules) will be sufficient for the competent authority to recognise that the basic training course has been successfully ‘completed’.

How long do I have since I passed the course until it expires before I get the LMA Part 66 license?

Regulation (EU) 1321/2014 provides in paragraph (b) of 66.A.25 that training courses and examinations shall be conducted in the 10 years preceding the application for an aircraft maintenance licence or the addition of a category or subcategory to that licence.

The deadline shall start from the date of applicability of Regulation (EU) No 1149/2011 (1 August 2012) (Article 7.8 Reg. 2042/2003).

Therefore, taking into account the above, the validity of the theoretical training modules corresponding to Part 66, approved before 1 August 2012, extends until 1 August 2022.

From 1 August 2022, of those modules that have passed 10 years it will be necessary to re-examine whether the syllabus of these modules has changed since it was approved until the date on which the licence is requested. If the agenda of these modules had not changed, it would not have to be re-examined.

What is the deadline for taking courses of type?

Point 1 of Appendix III of Annex III (Part-66) to Regulation (EU) 1321/2014 provides that theoretical and practical training must have been initiated and completed in the three years preceding the application for the entry of the type rating, regardless of whether an LMA Part 66 licence is already held or not.

How should the Appointment of Supervisors or the Evaluator be made?

The appointment must be made in writing by the quality manager of the organisation, which is prior to the start of the OJT. There must also be a signature of “received” by the data subject (evaluator or supervisor) in order to justify that he is aware of his or her role. There is no established format for such appointments.
