AESA will relate to Maintenance Training Organisations Part 147 telematically through SIPA.

Each designated user must have a recognised electronic certificate, of a personal nature, that allows him to identify himself and make electronic signatures when necessary, as established in Article 10, Signature Systems admitted by the Public Administrations, Law 39/2015 of 1 October 2015 on the Common Administrative Procedure of Public Administrations.

The SIPA User Registration and Modification Guide sets out the tasks and activities that the administrators must follow in order to register as a user with the State Aviation Safety Agency, modify their corporate data or legal representatives or unsubscribe the organisation.

In order to obtain approval 147 by AESA, the head office (headquarter or social headquarters of the company where the financial functions and operational control of the activities are exercised) must be registered in Spain.
If the Head Office is located in another EASA member country, the application for approval shall be submitted to the Aviation Authority of that country.  
If the Head Office is located in another country that is NOT a member of EASA, the application for approval will be submitted to EASA.

In order to provide online training, the Maintenance Training Organisation must develop in its Mtoe a procedure that is acceptable to the authority. This Mtoe must be approved prior to providing the training and the online training procedure must be developed in accordance with the AESA Part 147 Online Training Guide.

The evaluation for approval of a Maintenance Technician Training Organisation Part 147 has no fee

Training can be provided in English as long as staff and documentation are prepared for it.
