What do I need to carry out procedures at the AESA Electronic Office?
The completion of procedures at the Electronic Headquarters of the State Aviation Safety Agency (AESA) requires the use of admitted means of identification and electronic signature by the interested party or a representative, as established in articles 9 and 10 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
I am a Spanish citizen, what are the admitted means of identification and electronic signature to carry out procedures in the Electronic Headquarters of AESA?
If you are a Spanish citizen and need to carry out a procedure at the Electronic Office of AESA, the only means of identification and electronic signature admitted are the following:
- National Electronic Identity Document (DNIe)
- Electronic certificates supported by the @firma platform that have been issued by one of the Providers of Electronic Signature Certification Services registered in the registry of the Ministry of Economic Affairs and Digital Transformation.

Oh, yes. If you are a foreign citizen, either from a non-European country, or if you are a European citizen, you do not have an electronic certificate supported by the @firma platform, AESA offers you the eSignature for Foreigners (e4F) identification system for carrying out much of your electronic procedures at the AESA Electronic Office.
Whatis eSignature for Foreigners (e4F)?
In December 2021, after being published in BOE, the concerted key system called eSignature for Foreigners (e4F) was put into operation, a system developed by AESA to allow foreign citizens not resident in Spain to identify, authenticate and sign electronically in the procedures of the Agency’s Electronic Office for which their use is authorised.
The E4F system aims to facilitate the relations of foreign citizens with AESA, provided that the applicant is a foreign natural person not resident in our country and the administrative procedure to which he wishes to access is qualified with a low level of security. The objective is to provide these citizens with a digital identity within the scope of AESA for certain actions and procedures to be carried out in our Electronic Headquarters.
What requirements are required to obtain my eSignature for Foreigners (e4F) concerted key?
The requirements for obtaining an eSignature for Foreigners (e4F) concerted key are as follows:
- Be a foreign citizen.
- Lack of access for identification, authentication and signature in the Cl@ve system.
- Have an email account for personal use and with permanent access by the citizen.
- Have a valid passport, or in the case of citizens of a country of the European Economic Area (EEA) or Switzerland, the national identity card issued in the country of origin:
How can I request my eSignature for Foreigners (e4F) concerted key?
The request and activation of a concerted key eSignature for Foreigners (e4F) is articulated as follows:
1. Registration and request of the concerted key:
Foreign citizens wishing to use this Agency's e4F concerted key system must provide the personal data necessary to enable the electronic identification, authentication and signature services, as well as the passport in force or the national identity card in accordance with the above. In addition, they will be responsible for the veracity of the documents they present.
The registration and request of the concerted key can be done electronically from the Electronic Headquarters of AESA or in person, at the headquarters of AESA located at Paseo de la Castellana 112, Madrid.
2. Verification of the means of communication:
A verification of the e-mail provided by the data subject as a means of communication shall be carried out by the e4F concerted key system. To do this, the system will send a verification email to the interested party, which must be validated to continue with the process.
3. Verification of the identity of the data subject:
The Agency's staff will verify the documentation sent by the interested party, as well as the suitability for the use of the e4F concerted key system, being able to use at any time the technical means available for this purpose (e-mails, videoconference, etc.)
Please note that this process must be done manually, during the office hours of Agency staff. If you make a request outside these hours, it cannot be answered before the next working day.
4. Activation and communication of the agreed key to the interested party:
If the identity verification has been carried out correctly, the system will send the interested party an email to proceed with the activation of the agreed key.
When the data subject proceeds to activate it, the process of generating the concerted key in a secure and automated electronic environment will be triggered. That key shall be entered into the system by the data subject, processed by means of a series of cryptographic algorithms and shall not be stored in the Agency’s systems.
The agreed key will be valid for a predefined and delimited period of one year, counted from the moment of its issuance, provided that its validity does not expire before the fulfillment of that period.
The user will be able to renew the key during the validity period through the menu tab of the "Change password" application, either because the concerted key has not been activated in the time established to do so (10 minutes), because he has forgotten it, or because he wishes to renew the concerted key before its validity period expires (1 year).
In the event that the concerted key is not renewed within the period of validity, the user must perform the complete process of requesting a new key.
