  • During its visit, AESA presented to the delegation of the Panamanian Aeronautical Authority the different national safety programs and procedures.

  • In addition, the Adolfo Suárez Madrid-Barajas Airport will be visited to know in situ the security measures implemented.

Madrid, 23 October 2024 (EASA)

The delegation of the Aeronautical Authority of Panama has visited the headquarters of the State Aviation Safety Agency (AESA) to carry out a validation of the civil aviation security measures implemented in Spain. The objective of this recognition is to reaffirm the efficiency of the Single Security Control (OSS) project, which allows the exemption in the inspection of passengers and their luggage of flights arriving at the airport of the Panamanian capital from any airport in the European Union.

The validations carried out by the Panamanian Aeronautical Authority are based on ICAO Annex 17 on “Protection of international civil aviation against acts of unlawful interference”. Therefore, AESA technical staff has presented for two days the different state plans and measures in the field of civil aviation safety, such as the National Civil Aviation Safety Program (PNS), the National Security Quality Control Program, the National Training Program or Contingency procedures, among others.

In addition, after the technical meetings, the Panamanian delegation, accompanied by AESA auditors, will visit the facilities of Adolfo Suárez Madrid-Barajas Airport, managed by Aena, to know in a practical way the security measures implemented.

Advantages of Single Security Control (OSS)

The implementation of OSS-Panama brings with it several benefits, both for airlines and Panamanian airport manager and for the passenger himself.

Its main objective is to expedite the transit of passengers between the EU and Panama, also improving connection times.

The harmonisation of security procedures (AVSEC, Aviation Security) also means cost savings for airlines and airports, since the implementation of OSS avoids duplication in security controls.

Likewise, this validation by the Panamanian authority will be a recognition of the efficiency and implementation of the security procedures of Spanish airports, consolidating the work of AESA to ensure and guarantee the safety of civil aviation in our country.
