Public Consultation on the Draft Ministerial Order on Technical Standards for Airfields for Visual Day Flight Launched

The Ministry of Transport Mobility and Urban Agenda (MITMA) has launched a public consultation on the draft ministerial order, promoted by the State Aviation Safety Agency (AESA), on acceptable technical standards and means of compliance with Hydro-Aerodromes for daytime visual flights.

The public consultation is carried out, in accordance with Article 133 of Law 39/2015 and Article 26(2) of Law 50/1997, with the aim of improving the participation of citizens in the procedure for drawing up rules, and seeks an opinion on the problems that the initiative seeks to address; the necessity and timeliness of its approval; the objectives of the standard; and possible alternative regulatory and non-regulatory solutions.

Citizens and organisations affected by the future initiative will be able to make their contributions and opinions on the content, until 22 August 2022, via the e-mail box: con.publicas.aesa@seguridadaerea.es

The transport of passengers with seaplanes has made great strides, which has led to a significant increase in consultations and requests to AESA from various groups of the aeronautical industry for the development of hydro-airfield networks for passenger transport and for the development of hydro-aerodromes projects in several autonomous communities for private flights, flight schools, tourist and sports flights.

Currently, there is no national regulation on this type of facility, therefore, the objective of EASA in promoting this initiative is to provide a common regulatory framework for all hydro-aerodromes for public use and restricted use, both for daytime visual flight, establishing general requirements that will homogenise these facilities, which would additionally provide economic, tourist and connectivity advantages to the Spanish island areas and the rest of the country, due to their unique geography and appropriate climate.
