I National Aeronautical Servitudes Forum of AESA: Institutional outreach and coordination

The State Aviation Safety Agency (AESA) has held at its headquarters the First National Aeronautical Servitudes Forum , an initiative that was born as a meeting point between the different actors involved in this field with great territorial and sectoral impact.

Given the relevance of this matter, both for the number of entities affected and for its importance to maintain aviation safety, AESA has promoted this forum with a double objective. Firstly, to improve the knowledge and understanding of aeronautical servitudes (SSAA); and, on the other hand, explain in a transparent manner the work carried out by the Agency and other bodies involved to speed up technical processes and processes and comply with safety standards.

The forum, inaugurated by Carlos García, director of Airports and Civil Aviation Security of AESA, was coordinated by Alberto Zamorano, head of the Territorial Integration Division of the Agency, and all his team. In addition, it had the participation of experts from EASA itself, the Directorate General of Civil Aviation (DGAC), AENA and ENAIRE, who during the day addressed different perspectives

  • EASA presented the technical bases and legal framework, as well as the authorisation procedures, technical studies, inspection processes, sanction regime and possible exemptions.
  • DGAC analysed the compatibility between civil aviation and urban planning.
  • ENAIRE presented, by means of practical examples, the operational and radio-electrical conditions resulting from obstacles.
  • AENA addressed several key factors in airport environments, such as glare, smoke emissions, facilities that attract wildlife and the development of activities in the vicinity.

The meeting, which was attended by representatives of local and regional administrations, airport managers, organizations of the aeronautical sector, construction, energy and telecommunications companies, or specialized consultants, among other attendees.

This variety of assistance demonstrates the cross-cutting nature of SSAAs and the need for coordination between the different sectors involved.

Main lessons learned

This first forum has made it possible to identify ideas such as the need to strengthen dissemination and training in this area, the importance of early coordination between administrations and project promoters, the value of having clear and homogeneous technical criteria and the benefit of maintaining spaces to share experiences and resolve doubts.

The First National Forum of Aeronautical Servitudes lays the foundations for establishing a stable channel of communication and exchange of knowledge and opens a line of work that will have continuity in future editions.
