The State Aviation Safety Agency (AESA) has participated in the closure of the project “Strengthening the Aviation Framework and European Regulations for Ukraine”, known as SAFER-U. Together with AESA, who has led the training activities in Spain, the CAA International of the United Kingdom (UK CAAI) and the International Foundation for Ibero-America of Administration and Public Policies (FIIAPP) have participated.

This activity, funded by the Commission of the European Union with a budget of 2.5 million euros, aims to support the State Civil Aviation Administration of Ukraine in the development and optimisation of its civil aviation safety standards in the areas of Air Operations and Flight Crew Licenses.

The SAFER-U project, with a planned duration of three years, began in February 2019. However, due to the health crisis caused by the global COVID-19 pandemic and the subsequent context of the Ukrainian country following the invasion of Russia, it was decided to suspend the development of this project for security reasons. Following the end of the suspension period, the Commission of the European Union agreed to extend the project until 24 October 2023.

Within this period, EASA has achieved a significant milestone in the field of international technical cooperation by participating in the reactivation of the SAFER-U Project, carrying out on-the-job training activities for technical staff of the State Civil Aviation Administration of Ukraine.

To be able to successfully develop the training sessions of this program in Spain, the Agency has had the collaboration of several air operators and specialised training centers. Organisations such as Avenger Flight Group, Avincis Aviation España, BAA Training Spain, European Flyers, Plus Ultra Líneas Aéreas, Volotea, Wamos, World2Fly, as well as the Medical Center for Aerospace Medicine Instruction (CIMA) and the Medical Center of Dr. Elisa Muñoz Allende.

AESA’s participation in the SAFER-U project marks an outstanding achievement in its commitment to collaboration with other States to strengthen the international civil aviation system. In this context, the Agency will continue to join its efforts to cooperate with National Civil Aviation Authorities and other international bodies through technical assistance agreements and agreements with the aim of improving global aviation safety for the benefit of citizens using air transport.
