The Government strengthens aviation safety by updating the State Operational Safety Program (PESO) for Civil Aviation

  • The Programme consolidates the safety management mechanisms, based on the analysis of the information provided by all relevant actors in the sector, taking advantage of the synergies between them.

The Council of Ministers approved today, at the initiative of the Ministry of Transport and Sustainable Mobility, the update of the State Operational Safety Program (PESO) for Civil Aviation through a second modification, with the aim of improving the mechanisms already established since its implementation (in 2015 and revised in 2020) and thus advance the degree of maturity of the Program. 

The PESO facilitates decision-making in the field of aviation safety, through the continuous analysis of the information provided to a management system composed of the main aviation actors. 

In addition, it offers a joint vision of the entire Spanish civil aviation sector that allows to identify and evaluate the risks related to operational safety and to take decisions to keep them under control. In short, the program connects all the actors of the civil aviation system, taking advantage of the synergies between them.
 
The agreement approved today revises the wording of its policy and reinforces the commitment to safeguard the just culture. The objectives included in the PESO are maintained, adapting the indicators and targets to the maturity status of the Programme. In this way, it facilitates the monitoring of the state of operational security at the state level. 

In addition, it introduces the link to the Program of special air operations, such as those carried out by the DGT, the National Police or Customs, to meet a recommendation of the Commission for the Investigation of Civil Aviation Accidents and Incidents (CIAIAC).
 
The State Aviation Safety Agency (AESA) is the competent body for the development and coordination of its implementation and execution, as well as for monitoring the safety objectives set out therein. It also maintains the designation of the Secretary of State for Transport and Sustainable Mobility as the body in charge of its promotion.
