The Government authorises tendering for EUR 24.6 million for the maintenance of AESA’s IT systems


  • -  The contract, approved today in the Council of Ministers, will be distributed in six lots and will have a period of execution of 25 months and an extension of 24 months.

  • -  The objective of the contract is to meet the needs of the evolutionary and corrective maintenance service of AESA’s information systems.

The Council of Ministers, at its meeting today, authorised the Ministry of Transport, Mobility and Urban Agenda (Mitma) to tender a contract for IT services for the maintenance and technical support of certain information systems of the State Aviation Safety Agency (AESA) for an estimated total value of EUR 24.65 million (VAT not included).

The purpose of the contract, which has a period of execution of 25 months and a possible extension of another 24, is to satisfy the needs of the maintenance service, both the evolutionary (which modifies functionalities of the system, either by user needs or by regulatory changes), and the corrective (which resolves detected deficiencies) of the information systems of AESA, necessary for the fulfilment of the functions assigned to them in accordance with its Statute.

This contract is fundamental given that the evolution of AESA’s information systems is key to facilitate and streamline the administrative procedures of citizens (including those related to passenger complaints, obtaining drone pilots’ license and registration as a drone operator), and of all professionals and organisations in the aviation sector, as well as to improve the productivity and efficiency of computerised processes through the availability of timely information for decision making.

The contract is divided into six lots, according to the functional area covered:

  • - Lot 1: Vertical applications and communication with citizens.
  • - Lot 2: Administrative processing.NET.
  • - Lot 3: Processing of licenses and authorisations.
  • - Lot 4: Processing of sanctioning proceedings.
  • - Lot 5: Java administrative processing.
  • - Lot 6: Electronic Administration Architecture.

AESA is the State body, attached to the State Secretariat for Transport of the Ministry of Transport, Mobility and Urban Agenda, which ensures that civil aviation standards are met in the aeronautical activity of Spain.

The Agency is responsible for the supervision, inspection and management of air transport, air navigation and airport safety. It also assesses the risks to air transport safety and has the power to sanction infringements of civil aviation rules.
