AESA and FOCA agree to strengthen safety oversight in aeronautical production

Madrid, 11 December 2025 (AESA)

The State Aviation Safety Agency (AESA) and the Federal Office of Civil Aviation of Switzerland (FOCA) have signed a Memorandum of Understanding (MoU) aimed at strengthening efficient cooperation in the supervision of the aeronautical production activities that Pilatus Aircraft Ibérica develops in Spain, within the framework of the production organization approval granted by FOCA.

This Memorandum is part of the obligations established by the European regulations applicable to Production Organizations (POA), which regulate the certification, surveillance and compliance requirements for aeronautical manufacturers in the European Union.

Montserrat Mestres, Director of AESA, and Christian Hegner, Director General of FOCA, signed this Memorandum during the Management Board of the European Aviation Safety Agency (EASA) in Cologne (Germany).

The signing of this agreement represents a further step forward in international cooperation between European aeronautical authorities, reinforcing the consistent application of the Community regulatory framework and ensuring that aeronautical production activities comply with current regulations and safety standards established by EASA.

With this cooperation, AESA and FOCA reaffirm their commitment to safety, technical excellence and international collaboration as fundamental pillars for a more efficient and safe aviation system.
