AESA completes the first phase of its exemption plan

The State Aviation Safety Agency (AESA) has completed the first phase of its plan to grant exemptions to municipalities located within civil aeronautical easements in Spain, which delimit the protection zone around airports, helipads and radio installations in order to ensure the safety of air operations.

This measure allows applicants for actions under the geographical areas that are affected by aeronautical easements to be exempted from applying to AESA for prior favorable agreement for urban activities, such as constructions, facilities or plantations, provided that the safety or regularity of air operations is not compromised.

The exemptions, which can be found in the ‘Aeronautical Servitudes’ section of the Agency’swebsite after their publication in the Official State Gazette (BOE), have been granted ex officio, that is, on their own initiative, following an organisation plan previously defined by AESA, aligned with technical and aviation safety criteria.

During this first phase, exemptions have been issued for municipalities that meet the technical requirements and are located under the aeronautical easements of the airports of Alicante, Granada-Jaén, Pamplona, Logroño-Agoncillo, Teruel, Santander, Sevilla, Burgos, Castellón, Girona, Sabadell, San Sebastián, A Coruña, Málaga, Vitoria, Palma de Mallorca, Barcelona-El Prat, Madrid-Barajas, Madrid-Cuatro Vientos, Valencia, Asturias, Almería, Bilbao, Jerez, Reus, Lleida, Santiago, Vigo, Huesca and Asturias.

This initiative entails a significant reduction of the administrative burden for both local authorities and AESA, thus improving inter-agency coordination and streamlining administrative procedures for aeronautical easements. In the same way, it also translates into a direct benefit for citizens, by avoiding having to go through this procedure when the expected circumstances occur.

In AESA's commitment to aviation safety, the Agency will continue to advance in the next phases to evaluate new geographical areas, as well as the revision of those already published may be contemplated if there is an update of a specific easement.
