Open to traffic the first aerodrome authorised by an Autonomous Community after the change of competence

  • Andalucía becomes the first autonomous community in Spain to authorize the opening of a restricted-use aerodrome after the change of competences.
  • AESA has issued the resolution of compliance with the technical standards so that the Junta de Andalucía could authorize the traffic of the heliport of Los Villares, in Córdoba.
  • In the new jurisdictional scenario, AESA maintains its support to the autonomous communities for the processing of these infrastructures, both in the technical part and in the regulatory control.

The State Aviation Safety Agency (AESA) has been responsible for issuing the technical resolution that has allowed the Junta de Andalucía to authorise the opening to traffic of the heliport of the Operations and Prevention Centre ‘Los Villares’ (Córdoba). This fact makes Andalusia the first autonomous community in Spain to authorize the opening of an aerodrome of restricted use after the change of competences of these infrastructures. 

This administrative milestone is part of the competence change produced in 2025, in which the autonomous communities are now exercising the competence assumed in their statutes to authorize restricted-use aerodromes, a function that until then AESA developed. 

The Directorate-General for Transport Infrastructure of the Junta de Andalucía asked AESA to verify compliance with the applicable technical standards of the Cordoban heliport. With this, on October 2, AESA issued the favorable resolution that has allowed the Board the definitive authorization of this essential infrastructure for the coordination and response to forest fires in the province of Córdoba. 
AESA maintains its commitment to technical support for the autonomous communities in this new competition scenario. This applies to both the technical part of the authorisations and the regulatory control of the infrastructures already authorised, under Royal Decree 1070/2015, which approves the technical safety standards for restricted-use aerodromes, and the agreements to be signed. 

This authorization has been possible thanks to the coordination between AESA and the Junta de Andalucía, being an example of collaboration between administrations. In the coming months, other authorisations will be published for restricted-use aerodromes in different autonomous communities, currently in the phase of environmental assessment and regulatory validation.
