AESA publishes the new Performance Plan 2025-29 for air navigation services in Spain

Madrid, 28 November 2025 (AESA)

The Spanish Aviation Safety Agency (AESA) announces the publication on its website of the Spanish Performance Plan for the fourth reference period (2025-2029), after receiving the approval of the European Commission.

This Plan is part of the Single European Sky performance scheme, which sets binding targets for air navigation services in four key areas (KPAs): safety, capacity, environment and cost-effectiveness; as well as the guidelines of the action plan to achieve them. The ultimate goal is to improve the efficiency and sustainability of the air traffic management system across the European Union.

The document sets concrete targets for 2025-2029, aligned with European objectives, and includes monitoring and oversight mechanisms. Among its main lines are:

  • Operational safety: alignment with best practices taking into account regulatory and technical developments.
  • Environment: contribution to emission reductions by addressing inefficiencies in flight.
  • Capacity: promoting the resolution of ATM capacity shortages to ensure an adequate quality of service for users.
  • Profitability: increased costs determined with a view to improving the quality of the service.

In addition, the plan incorporates economic and quality of service incentives to promote the fulfillment of the objectives.

 

The role of AESA

EASA, as the national supervisory authority, has led the development of the Plan in collaboration with industry and aviation stakeholders, including service providers, airlines, airport managers and European advisory bodies. EASA will also be responsible for regularly monitoring the achievement of the objectives and reporting on progress.

The final version of the Plan, which addresses the Commission’s observations on the environment and capacity, was adopted by Spain by decision of the Secretariat-General for Air and Maritime Transport on 5 September 2025 and is now available on the EASA website.
