Director of Airports and Civil Aviation Security (DASAC)

Carlos García Gutiérrez-Marcet

Aeronautical Engineer from the Polytechnic University of Madrid (UPM) and Master's Degree in Leadership and Public Management from the International University Menéndez Pelayo (National Institute of Public Administration). 

He is part of the State Aeronautical Engineers Corps since 2008, accumulating more than 23 years of experience in the aeronautical sector, of which 17 have been in the State Aviation Safety Agency (AESA). In his career within the Agency, he has been responsible for the Spanish Airport Certification Program in accordance with European regulations, and has held the position of Coordinator of Airport Security and Civil Aviation Security since 2018. 

He currently represents Spain in the Aerodrome Technical Group of the European Union Aviation Safety Agency (EASA) and in the Aerodrome Panel of the International Civil Aviation Organization (ICAO). It has also participated in international technical cooperation projects with civil aviation authorities in various countries. 

Before joining AESA, he worked at INECO, where he coordinated and participated in the drafting of airport projects. Subsequently, in the Directorate General of Civil Aviation (DGAC), he specialized in the authorization and control of obstacles in airport environments. 
 
Since April 2025, he has held the position of Director of Airports and Civil Aviation Security, an operational body of AESA in charge of the airport area, protection against acts of unlawful interference in civil aviation, facilitation in air transport and the functions of a substantive body in the environmental assessment.
