Monitoring model

    The monitoring of compliance with the terms of the DORA is based on three fundamental principles, INDEPENDENCE, OBJECTIVITY and FIABILITY.

    The objective of the supervision carried out by EASA is to ensure compliance by the airport manager with the obligations of quality of service, infrastructure capacity and investment contained in the DORA.

    The supervision of EASA consists of the verification of compliance with the obligations of the airport manager arising from the DORA and Law 18/2014, through the following actions:

    • Verification of the availability and effectiveness of the airport manager’s internal procedures for compliance with the DORA.
    • Supervision of the correct application by the manager of its internal procedures.
    • Monitoring compliance with the quality levels required in the Aena airport network, implemented through the series of indicators contained in the DORA for the period of application.
    • Supervision of infrastructure capacity standards in the Aena airport network, and their possible deviations from the values defined in the DORA.
    • Supervision of investments planned in the five-year period included in the Regulatory Assets Base (BAR) of each year, which respond to infrastructure capacity standards, minimum conditions of service and other investment requirements, as well as their deviation from the BAR foreseen in the DORA.
    • Monitoring of compliance in time and scope of investments identified as strategic and relevant in the DORA.
    • Supervision of the minimum conditions of service contained in the DORA.

    EASA’s supervisory work is carried out through two types of activities:

    • Analysis of the manager’s information and data.
    • Inspection process.

Analysis of the manager’s information and data


    This process consists of the analysis of the information and data provided to AESA periodically by AENA, on a quarterly or annual basis, or at the request of the former, as indicated in section 4 of the DORA, “Requirements for information and coordination with supervisory bodies”.

    After the analyses, AESA prepares the reports required by Law 18/2014, and exercises the other powers conferred by the aforementioned law.

Inspection process


    During the inspection process, EASA verifies that the airport manager has effective mechanisms in place to ensure consistency and traceability of the information required in the monitoring process, and that these mechanisms are correctly applied. This inspection is carried out in accordance with Royal Decree 98/2009 of 6 February 2009 approving the Aeronautical Inspection Regulation.

    To do this, the airport manager must have a series of procedures that systematise the process of obtaining data related to quality, capacity and investments in an orderly manner, so that its consistency and traceability are guaranteed.

    The inspection work is carried out through the two actions described below:

    Documentary inspection:

    Aimed at identifying and verifying documentary evidence and effectiveness of the airport manager’s procedures for compliance with the DORA.

    On-site inspection:

    Aimed at verifying the correct application of the procedures in order to ensure consistency and traceability of the data obtained by AENA through the field analysis of the operation and application of the procedures of the airport manager in its facilities.
