Supply of fuel to civil aviation aircraft


    In accordance with Order TMA/692/2020 of 15 July 2020 approving technical standards for the supply of fuel to civil aviation aircraft, with entry into force on 2 January 2021, point 1, the Single Additional Provision ‘Implementing Measures’:

    '1. By decision of the Director of the State Aviation Safety Agency, published in the Official Gazette of the State, acceptable means of compliance may be established for the accreditation of the requirements laid down in this Order and its implementing provisions, without prejudice to the possibility of justifying compliance by other means.'

    In this regard, the BOE has published the Resolution of 23 December 2020 of the Directorate of the State Aviation Safety Agency, adopting acceptable means of compliance for the accreditation of the requirements laid down in Order TMA/692/2020 of 15 July 2020 approving technical standards for the supply of fuel to civil aviation aircraft.     For greater ease of consultation, a consolidated guide has been drawn up, including the provisions of Order TMA/692/2020, together with the acceptable means of compliance and guidance material included in the resolution of 23 December 2020: Consolidated Guide to Consultation of Civil Aviation Fuel Supply Standards (A-DAU-COMB-01-1.0).

Operations and Operational Safety


    In accordance with Article 39 of the Law of 21/2003 on Aviation Safety, airport service providers are required to ensure that services are provided to the required level of safety. You can consult this level of safety required for the categories of groundhandling services 4, 5, 6, 7 and 11 in the technical instructions developed by EASA.

    • Technical instruction on ground handling operations Link
      • This ITE contains internationally accepted standards for the conduct of assistance activities with an appropriate level of safety. That is why the ITE establishes a way of managing groundhandling to ensure safety conditions and levels.
      • This management is structured from a management system covering the organisation of suppliers of groundhandling services through central services and bases or airports where the supplier provides groundhandling services. In this way, groundhandling agents can manage the teams (GSE and ULD) and their staff and in particular their training, ensuring that safety standards set out in their own documentation (both operational and safety management manuals) are met.
      • This management is in turn entrusted through safety management systems and quality systems to be self-evaluated for continuous improvement
      • Operational safety management instruction for ground handling Link
        • This ITE develops, as main aspects:
          • Methodology for determining the safety category of AATs.
          • Operational safety documentation applicable to AATs: information necessary, in the form of modes or points in the field of safety, to develop the contents of:
          • Operational Safety Management System (SGS), for which the ITE will describe the way in which each of the activities and contents of the SMS of the AAT should be developed.
          • Abbreviated Operational Safety Management System (SGS-a), in which case the ITE will broadly mention its content.
          • Coordination, control and supervision of ATTs by the AG.
