ULM Design Compliance Statements

What you're after


Establish the necessary actions for the submission and assessment of design compliance declarations and, where appropriate, their registration and reporting of the following aircraft:
ULM aircraft (‘Category A’ referred to in Article 1(2) of Royal Decree 765/2022 of 20 September 2022), which do not have novel or unusual design characteristics, meaning those which are not covered by certification specifications or industry standards previously collected as acceptable means of compliance by the DSA of the Spanish Air Safety Agency.

Who is the beneficiary


This procedure is intended for organisations or interested parties that design products, parts and appliances outside the scope of Regulation (EU) No 2018/1139 (NO EASA aircraft).

In addition, Royal Decree 141/2025 laying down the essential airworthiness requirements for ultralight powered aircraft (ULM) introduces the possibility of an alternative to ULM type certifications, in which the type design of certain aircraft can be recognised by the submission of a ‘declaration of design compliance’ by the interested party, once that declaration has been registered by AESA and notified to the interested party by the latter, after the relevant checks have been carried out by that authority.

Without this registration, the declaration shall not be valid for aircraft conforming to a declaration of design compliance to obtain the restricted certificate of airworthiness required for their operation.
